market below normal value and injures a domestic industry. It may only follow an investigation that establishes dumping, material injury and a causal link between the two. Imposition is optional, a duty lower than the dumping margin is encouraged where that removes the injury, and duties normally lapse five years after first being applied unless a review finds dumping and injury would return.
