or company located in the U.S. that arranges cargo movement to an international destination, dispatches shipments from the United States via common carriers, books or otherwise arranges space on behalf of shippers, and prepares and processes the related documentation. With the non-vessel-operating common carrier, it is one of the two Ocean Transportation Intermediaries regulated by the Federal Maritime Commission under the Shipping Act of 1984. Before serving the U.S. trades a forwarder must hold a Commission licence and file proof of financial responsibility for transportation-related claims.
