to health and the environment and to make it easier to recycle. The current directive entered into force on 21 July 2011 and restricts ten substances: lead, cadmium, mercury, hexavalent chromium, two brominated flame retardants and four phthalate plasticisers. Every product with an electrical or electronic component must comply unless specifically excluded, which makes the restriction a condition of market access for manufacturers and importers alike rather than a product-category rule. Exemptions and the list of restricted substances live in annexes that delegated directives amend over time.
